The new Patient Protection and Affordable Care Act (PPACA) is a complex new federal law that significantly alters the nation’s healthcare landscape over the course of the next decade. Given the breadth of the new law and its impact on employer-sponsored coverage and the employer community in general, the Illinois Chamber believed it necessary to create a health reform resource center to offer employers a one-stop shop for accessing information on a variety of topics and issues related to the new law. In addition to providing employers with an easy way to access information, the Chamber’s resource center also provides employers with an opportunity to make their voices heard through the regulatory process that will also shape implementation efforts and their ultimate impact on the employer community.

In what will surely prove to be the first of many legislative attempts to chip away at the new federal health insurance overhaul enacted this spring, Republicans in the House and Senate are pushing legislation that attempts to eliminate the expanded 1099 reporting requirements set to take effect January 1, 2012 under the Patient Protection and Affordable Care Act.
The proposed Small Business Paperwork Mandate Elimination Act attempts to protect over 40 million entities, including local governments/municipalities, chambers of commerce, and small and large businesses alike, from being forced to file 1099-MISC forms for any goods and services valued over $600 for the year; a mandate that could significantly increase accounting costs for employers and definitively alter purchasing behaviors in the marketplace.
Although the changes do not take effect for another year, it is critical for the employer community to demonstrate support for the repeal as soon as possible.
