2008 Illinois Competitiveness Scorecard
Commissioned by the Illinois Chamber Foundation on behalf of the Chamber Economic Development Council and conducted by GrowthEconomics.

The Illinois Economic Competitiveness Scorecard provides accurate and timely information and perspectives on how Illinois is doing compared to other states in far-reaching categories.  This benchmark study was conducted by GrowthEconomics with the expectation that it will be used by both the private sector and public officials when addressing long-term issues critical to improving the state’s competitive edge.

2007 Lock Study
commissioned by the Illinois Chamber Foundation on behalf of the Chamber Infrastructure Council and conducted by Ernst & Young.

The Impact of a Lock Failure on Commodity Transportation on the Mississippi or Illinois Waterway study was conducted by The Food and Agricultural Policy Research Institute, University of Missouri – Columbia (FAPRI) Global Insight Transportation Group and Texas A & M University to determine the economic impact of lock failures on the Illinois and Upper Mississippi Rivers.

The study offers insight regarding the potential economic damage caused by a lock failure on either the Mississippi or Illinois waterway. The Mississippi and Illinois waterways handle millions of tons of goods each year. Most of the locks on both rivers have exceeded their operational lifespan. The study assesses the impact of a lock failure at either Lock 25 on the Mississippi River or the La Grange Lock on the Illinois River on commodity producers and consumers. The analysis takes a conservative look at the impacts by closing only one river at a time from October to December of 2005. The study covers both agricultural and non-agricultural commodities.

2006 Illinois State and Local Business Tax Study
commissioned by the Illinois Chamber Foundation on behalf of the Chamber Tax Institute and conducted by Ernst & Young.

The Illinois legislature considers significant changes in the Illinois state and local tax system, including taxes paid by business. This report provides comprehensive estimates of the state and local taxes currently paid by business taxpayers in Illinois. This is critical information needed to evaluate Illinois tax policy options. This study updates Illinois business tax estimates prepared by Ernst & Young for fiscal year 2003.
